Connecting electricity to a house or plot can take a long time – a minimum of a month and a half, and a maximum of up to two years. Although by law, you must receive authorization within 30 days from the date of application. The connection of the plot or house to the power grid usually takes up to six months, although they can connect it in a week and a half, and may take several years. It all depends on the situation, and partly on your persistence.

How to get permission to connect electricity

The procedure is the same whether you want to connect a plot of land without a building or a building of permanent (private house) or temporary residence (dacha). To begin with, find the address of the power supply company of your district. It is easier to do this on the Internet by writing in the search box “address of the power supply company” and add the name of the district. There are situations when a plot of land is on the border of service areas of two power supply organizations. Then the application is submitted to the one whose pole is closer.

A completed application form and a set of documents are sent to the address found. In each district, the list of documents may differ slightly, but basically you will need:

  • Application for connection (one of the forms and a sample of filling it out is shown in the photo below).
  • A photocopy of the passport, the data of which are specified in the application.
  • A copy of the certificate of ownership.
  • A photocopy of the TIN.
  • A list of all energy consuming devices that will be connected to the network, indicating their capacity.
  • Load calculation.
  • Plan of the site and the house in scale, on which to indicate the location of the nearest power poles. If there are pipelines (gas, water, sewerage, etc.) on the plot or near it, they must necessarily be on the plan. On the house plan, indicate the locations where electrical installations will be installed.

You can submit the documents by mail or in person. If you decide to bring the application in person, go to the reception to the secretary, submit the completed application for connection in two copies with all the documents, on the second copy (it will remain to you) ask to put the date of acceptance of documents. With this method of submission, you will definitely get an answer within the statutory 30 days.

You can send the application by mail. In this case, you need to wait for about 45 days, taking into account the time for mail delivery. If there is no response, send the request again or go and submit it in person. This does not happen often, but there are also such situations: the letter was lost somewhere, sorted, etc.

The photo shows an example of a completed application. This is only one of the samples, the forms change at least once or twice a year, so you will need to find the currently valid type of form and fill it out.

What will be in the response

In the letter from Energosbyt, you will receive two copies of the power connection agreement signed by the company’s representatives and the “Technical Conditions for Connection” (TC).

You should carefully read what you have been sent, and if you are satisfied with everything, you should sign the contract and hand one copy back.

The contract specifies the term for bringing electricity to the plot. The standard term is 6 months. This is the maximum period allotted by law for the performance of all works. In fact, the term of connection depends greatly on the distance of the pole from the plot. For urban conditions, “near” means at a distance of no more than 300 meters, for rural areas – less than 500 meters.

If the distance is within these limits, you may be connected faster – in a couple of months. If it’s far away, it could be much longer than six months. After this period, though, you may be able to make a claim. Regardless of when you get electricity to the plot, you start construction when it is convenient for you.

Sometimes the contract has a vague wording, without specifying the date. For example, such as: “Connection of plot No….will be made within 6 months, but subject to modernization or repair (construction) of a step-down transformer substation”. Having signed an agreement containing such or similar text, you can wait for years: until the organization starts construction or modernization of the substation. Only after that your plot can be connected to the power grid within 6 months.

According to the decree № 129 adopted in 2011, if the consumed power is up to 15 kW, and the distance from the site to the nearest pole 300 and 500 meters (depending on the type of settlement), the cost of electricity connection will be 550 rubles.

If the load or distance is greater, the connection is at commercial rates, and this is a completely different amount. For example, in the Moscow and adjacent regions, for the connection of 1 kW of power you need to pay from 10 thousand rubles. That is, if you need 16 kW, it is 160-200 thousand rubles and more. At commercial rates is considered a connection fee and if the distance to the pole in rural areas exceeds 500 meters, and in urban areas – 300 meters.

Therefore, it is advisable before buying a plot to find out where the nearest connected electricity pole is. From this depends on how much money will be required to connect electricity to the house or plot. Agree, 550 rubles and hundreds of thousands – the difference is more than appreciable.

Sometimes, even if you need 15 kW and the pole is within the specified limits, you are told that some work must be paid separately. No one has the right to demand payment from you. Even if you need to increase the capacity of the equipment or modernize the network. If your requests are within the conditions specified above, the cost of connecting electricity to a plot of land or a house will be 550 rubles.

After the permission and technical conditions are obtained, you need to develop a project for electrification of the site. In principle, you can make a plan for wiring the house yourself, but if the house will be large, with auxiliary and technical rooms, with the output of electricity in the area of installation of a pumping station or pump for water supply, it is better to order a project in a specialized organization. And the best option – in the power supply organization where you applied for connection. Problems with acceptance will be much less.

If you draw up the project yourself, it will need to be approved by the power supply organization. If the requirements are met, you will approve it, if there are violations, they will indicate what needs to be changed. After making changes, you submit the project for signature again. Only when you have the signed project in hand, you can start implementing it.
